Accessibility Statement 

The Finnish Institute for Health and Welfare (THL) strives to ensure the accessibility of its websites and digital services in accordance with the Act on the Provision of Digital Services (306/2019). This accessibility statement applies to the Innokylä.fi web service at https://www.innokyla.fi/ and was reviewed on December 18, 2025. The statement is based on an accessibility evaluation conducted by an external expert organization. 

Accessibility Status 

  • The service partially complies with the WCAG 2.1 guidelines at levels A and AA. 

Identified Accessibility Issues 

Usability and Technical Accessibility: Issues affect users relying on keyboards and screen readers. Navigation is illogical, focus indicators are insufficient, and some interface elements are not properly marked for assistive technologies. 

Key findings include: 

  • Focus order does not match visual order – WCAG 2.4.3
  • Focus is not sharp enough everywhere – WCAG 2.4.7
  • Focus gets hidden beneath content – WCAG 2.4.11
  • Button states are unclear – WCAG 1.4.11
  • Tab states are not conveyed to screen readers – WCAG 4.1.2
  • Tabs behave inconsistently – WCAG 3.2.4
  • Search loses focus – WCAG 2.4.11
  • No feedback after search – WCAG 2.4.3
  • Embedded videos cannot be skipped – WCAG 2.4.1
  • Incorrect element roles – WCAG 1.3.1
  • Content overflows screen width – WCAG 1.4.10
  • Enlarged text hides content – WCAG 1.4.4
  • Zooming breaks layout – WCAG 1.4.4, 1.4.10
  • Search functions are too small – WCAG 2.5.8
  • Illogical code structure, section title in English – WCAG 1.3.1, 3.1.2
  • Combo boxes are difficult to use with assistive technologies – WCAG 2.1.1, 3.3.2
  • Unintended selections – WCAG 3.2.4
  • Accordion states not conveyed – WCAG 4.1.2
  • Formatting with assistive tools is difficult – WCAG 2.1.1, 4.1.2 

Content Accessibility: Issues with text, images, and forms. Alt texts are missing or unclear, language settings are incorrect, and heading structures are illogical. 

Key findings include: 

  • Language mismatch in texts – WCAG 3.1.2
  • English quotes and mixed languages – WCAG 3.1.2
  • Missing alt texts for images and icons – WCAG 1.1.1
  • Unclear alt text for profile images – WCAG 1.1.1
  • Inconsistent heading usage – WCAG 1.3.1, 2.4.6
  • Hidden content – WCAG 4.1.2
  • The organization's selection list does not tell the screen reader what the field means. – WCAG 3.3.2 

Visual and Contrast Issues: Poor contrast and inconsistent visual design hinder readability and usability. 

Key findings include: 

  • Insufficient contrast for links and buttons – WCAG 1.4.3
  • Zooming breaks layout – WCAG 1.4.4, 1.4.10
  • These issues will be addressed in phases. The statement will be updated as improvements are made. 

Innokylä includes Tableau reports produced by THL. Their accessibility is based on THL’s own statement which you can see here:  https://yhteistyotilat.fi/wiki08/display/THLKA/Saavutettavuusseloste. THL strives to ensure these reports meet accessibility requirements, but Innokylä cannot fully guarantee their accessibility. 

Third-Party Content 

When assessing the accessibility of Innokyla.fi, it must be considered that the content of the service consists mainly of user-generated content. This is so-called third-party content, which the service provider cannot modify in accordance with accessibility requirements. However, the service provider requires that content published by third parties also be in an accessible format. If necessary, the service provider may instruct users to produce accessible content.  

Improving Accessibility 

We continuously work to improve accessibility and address issues based on user feedback. The current website will be replaced by a fully renewed service by the end of 2026.
